INTRODUCTION OF QMEC

The Quality Management and Enhancement Centre (QMEC) at Universiti Malaya is dedicated to ensuring the highest standards of quality assurance and enhancement across the university’s core processes. Established to manage and oversee the implementation of quality frameworks, QMEC plays a crucial role in maintaining and enhancing the academic and operational excellence of the institution. QMEC has achieved significant milestones, including being the first higher education institution to obtain ISO 9001 certification and the first university in Malaysia to obtain self-accreditation status. Universiti Malaya was also the first university in Malaysia to successfully undergo AUN-QA assessment as an institution, further solidifying its commitment to regional quality assurance standards. Since its inception, QMEC has been at the forefront of quality management at Universiti Malaya. The centre coordinates and monitors the Quality Management System (QMS) that has been in place since 2001. The university was previously certified to the international standard of MS ISO 9001 until 2023. Now, QMEC has now moved to its proprietary Universiti Malaya Quality Excellence Index (UMQEI) framework with Principles, Enablers and Results expressed as an index to reflect the level of quality management excellence to achieve its Mission and Vision. UMQEI utilizes a digital platform with realtime dashboard for ease of data viewing and retrieval. 

QMEC’s primary functions are focused on two key areas aimed at sustaining and enhancing quality within the university:

1. Implementation and Monitoring of QMS: QMEC coordinates the implementation of the Quality Management System across all core processes of the university, utilizing the UMQEI framework for comprehensive quality management assessment and continuous improvement.

2. Academic Quality Assurance: The centre oversees the quality assurance activities related to academic programs, ensuring they meet the requirements of the Malaysian Qualifications Framework (MQF). This involves coordinating self-assessments, conducting institutional audits, and managing customer feedback to uphold academic standards.

To support these primary functions, QMEC engages in several additional activities:

  • Quality Awareness Programs: QMEC conducts various awareness programs related to quality frameworks and standards. These programs are designed to educate and engage staff and students, fostering a culture of quality within the university.
  • Coordination with External Bodies: The centre liaises with external quality assurance bodies such as the Malaysian Qualifications Agency (MQA) to ensure that the university’s programs are accredited and meet national standards. QMEC also manages the self-accreditation process, allowing the university to independently accredit its programs.
  • Curriculum and Program Review: Regular reviews of academic programs and curricula are conducted to ensure they remain relevant and of high quality. This includes the provisional accreditation of new programs and the re-accreditation of existing ones, ensuring continuous alignment with academic and industry standards.

The Quality Management and Enhancement Centre (QMEC) at Universiti Malaya is a cornerstone of the university’s commitment to excellence. Through its comprehensive quality management system, the innovative UMQEI framework, rigorous academic quality assurance processes, and ongoing commitment to improvement, QMEC ensures that Universiti Malaya remains a leader in higher education quality standards.
